Saudi Arabia is desert with a fifth of the world's proven oil under its eastern flank — conveniently, and dangerously, concentrated near the Shia-populated Gulf coast and the Hormuz chokepoint. No rivers, little farmland: oil revenue is the state, which is why diversification (and Yemen's missile-range highlands) dominate its planning.
